I would recommend Adobe's Premier Elements (version 3 was released recently). This is a less expensive version of Premier Pro (approx. $700-800) that should be less than $100. It is simpler to use, but does not skimp on features. I have both Premier Elements and Pinnacle's Studio and PE is much more stable (less crashes). Among many features, it does allow multiple video tracks that would permit the effect you mentioned.

I have a casio exclim that records in .mov format and I have been looking for a good movie editing software that will be able to edit this format. I have a PC with Windoes XP and Windows Movie Maker doesn't seem to want to edit this format.
